Dr. Wang Li, Chancellor

Wang Li

Professor Wang Li gained his Ph.D. degree at Zhejiang University. After his completion on his post-doctoral research in University of Waterloo in Canada, Wang returned back to China. He is now a Qiushi Special-Term Professor and a postdoctoral supervisor in Zhejiang University, a Fellow of the Royal Society of Chemistry, UK (FRSC), and has been granted the Special Government Allowances of the State Council. He had been a visiting professor of Yale University, University of Washington, and University of California, Irvine. In February 2019, Professor Wang was appointed as Chancellor of Wenzhou-Kean University and Deputy Party Secretary of Wenzhou-Kean University.

He is the Commissioner of the Committee of the Magnetic Resonance Spectroscopy under Chinese Physical Society, Vice Secretary-General of China Association for International Education, Member of the Director Board of Zhejiang Chemical Society and Member of Editorial Board of “Pigment & Resin Technology”, “Journal of Zhejiang University Science A”, “China Coatings Journal” and “Chinese Journal of Magnetic Resonance”. His research is mainly on functional polymers and nanomaterials. He has held more than 70 research programs including 11 projects from Natural Science Foundation of China, one key project from the Ministry of Science and Technology, one 863 project from the Ministry of Science and Technology, one key international cooperative project from the Ministry of Science and Technology, and cooperative projects with PetroChina and Sinopec. He has published more than 300 SCI/EI papers including one with over 50 impact factors and three with over 25 impact factors. Professor Wang has won many awards including Scientific and Technological Progress of the Ministry of Education of the People’s Republic of China, APES Distinguished Service Award, Wang Tianjuan Magnetic Resonance Spectroscopy Award of Chinese Physical Society, Outstanding Worker of Science and Technology of Zhejiang Province and Distinguished Tang Lixin Scholar Award of Zhejiang University.

He previously served as Vice Director of the International Relations of Zhejiang University and Dean of the International College of Zhejiang University. In February 2019, Professor Wang joined Wenzhou-Kean University as Chancellor of Wenzhou-Kean University and Deputy Party Secretary of Wenzhou-Kean University, presently responsible for the daily operation of university.

ZHOU Dong, Member of CPC committee


Mr.Zhou Dong, BSc from Wenzhou Teacher’s College and MSc Management from Fuzhou University, Associate Professor, currently serves as Member of CPC Committee and Secretary for Discipline Inspection Commission of Wenzhou-Kean University.

Mr. Zhou Dong previously served as Associate Director of University CPC Committee, Associate Director of University Affairs and Director of School district in Wenzhou University; Vice Chancellor,Secretary of CPC Committee, Member of the Board of Directors in City college of Wenzhou University; Vice Chancellor,Secretary of CPC Committee, Member of the Board of Directors in Wenzhou Business College. In Jan 2019, Mr. Zhou Dong joined Wenzhou-Kean University as Member of CPC Committee and Secretary for Discipline Inspection Commission. He is presently responsible for school discipline inspection; contacts with College of Business & Public Management.

Lin Yangfan, Chief Financial Officer(CFO)

Ms. Lin Yangfan graduated from Department of Finance, Nankai University with a Bachelor’s degree, and earned her Master’s degree in accounting and finance from Birmingham University, UK after working in a bank for a year.
She was employed as a faculty member by Wenzhou University after she returned from UK, and taught in Wenzhou University for 3 years. She joined in Wenzhou Education Bureau in 2006 for the initiative of establishment of Wenzhou-Kean University. Having been witnessing and participating in the establishment and development of WKU since the very beginning, she has dedicated her expertise in various areas in the university administration. After WKU was established, she was appointed through various positions, including head of Office of International Exchange and Cooperation, Executive Assistant to the Board of Directors, Director of Finance in the past 7 years. Now she is appointed as Chief Financial Officer, and oversees all financial issues of the university.

Dr. Xu Shuli, Vice Chancellor


Dr. Shuli Xu graduated from the University of Massachusetts Amherst with the Doctor of Education degree, and he received his two Masters of Art degree in English from the City University of New York, and Hebei Teachers University respectively.

Dr. Xu served in many administrative roles in institutions of higher education of different types and sizes before joining WKU as the Vice Chancellor. As a senior consultant for international education, Dr. Xu was invited to present on many university campuses about current issues facing the U.S. higher education as well as best practices for recruitment, retention and student success in a competitive market. He also visited some universities in China over the years to share his experience in higher education administration, especially in the field of student affairs. Dr. Xu served as the Chief Student Affairs Officer and, as a member of the President’s Cabinet, he took an active part in the strategic planning and implementation process at MCPHS University. Since his arrival in 2007 as the Assistant Dean, then Associate Dean for the Worcester campus, and then Dean of Students in 2010, the university witnessed a rapid expansion of new academic programs, student population, and properties which required timely adjustment of the staffing patterns and other resources to ensure delivery of quality services to meet the students’ needs. As Dean, he oversaw the programs and services of the Division of Student Affairs for two campuses located in Massachusetts and New Hampshire. He actively participated in the accreditation process of each academic program and that of the university by NEASC, ensuring compliance of the standard requirements concerning students. A member of the Government and Community Relations Committee, Dr. Xu worked with state and municipal officials on issues impacting the university and developed positive town-gown relationship. He was deeply involved in the community, and, representing the consortium colleges, he was elected to serve on the Board of Directors of Discovering Central Massachusetts. Before his experience at MCPHS, Dr. Xu held administrative positions at Bowling Green State University and the University of Massachusetts Amherst in both Housing & Residence Life and the Office of the Dean of Students. He served on, chaired and advised many different committees during his tenure as a student affairs professional, and presented sessions on various topics during staff development and national conferences in student affairs.

Dr. Xu was a university faculty member before pursuing advanced studies in the U.S. He published many scholarly articles in nationally known journals. As the Chief Simultaneous Interpreter for UNESCO’s Education for All program in Asian and the Pacific for five consecutive years, he was a member of the Delegation of Experts who studied the implementation of the program in some Asian and Pacific nations.

Dr. Xu is passionate about the holistic process of student learning and development and a firm believer in the public good of higher education in developing the next generation of leaders. Working at WKU- a unique collaborative university between China and the U.S.- with the student-centered philosophy and student development theories, he is devoted to applying his knowledge and expertise to contribute to the healthy development of the students and the university.

Dr. Xu is responsible for the following departments: Admissions, Career Development, Academic Support, Alumni Relations, International Studies,Parents Association, in addition to the Student Affairs departments composed of Housing and Residence Life, Counseling Services, Leadership Development & Service, Student Conduct, One Stop Student Services,and Student Financial Aid. He also serves as the Deputy Title IX Coordinator for the WKU campus.

XIA Caiguo, Director of Human Resources Office, Member of CPC committee

Mr. Xia Caiguo, BSc Agriculture from Ocean University of China and MPA from the Nottingham Trent University in UK, Senior Economic Manager, currently serves as Member of CPC Committee of Wenzhou-Kean University and Director of Human Resources Office in Wenzhou-Kean University.

Prior to that, Mr. Xia Caiguo had been worked as an Assistant Research Fellow in Zhejiang Mariculture Research Institute and had a long career in both Demobilized Officers Resettlement Department and Professionals Management Department of Wenzhou Human Resources and Social Security Bureau as the Director. In April 2017, Mr. Xia Caiguo joined Wenzhou-Kean University as Member of CPC Committee of Wenzhou-Kean University and Director of Human Resources Office, in charge of organization personnel and united front work; contacting with College of Science & Technology.

WANG Beijiao, Party Secretary, Chairman of the Board of Directors of WKU


Mr.Wang Beijiao, MPA from Kean University, currently serves as Party Secretary of Wenzhou-Kean University and Chairman of the Board of Directors of Wenzhou-Kean University. He is presently in charge of the university’s daily operation. Mr.Wang previously served as the Assistant to Mayor and Deputy Mayor of Rui’an City, Director General of Wenzhou Science and Technology Bureau and Director of Wenzhou Municipal Party Committee Office. Since he began his career in August 1984, he has gained a rich experience in agriculture planning, land management and administrative management. He also has a deep insight in university management and development.

Since Wang assumed the present office in August 2014, he has been actively learning from Kean University to improve Wenzhou-Kean University’s organizational structure and system. He maintains a good balance of the relationship between board of directors, party committee and the president and conducts the president accountability under the leadership of board of directors. Focusing on innovation and creativity, he actively explores the rule of running Sino-American cooperative university. Under Wang’s leadership, the 2015 WKU admissions was quite successful – he has helped the university to extend its influence and build its reputation. Based on the demands of Wenzhou’s economic and social development as well as the university’s actual practice, he initiated WKU 2015-2020 Strategic Plan. Under Wang’s leadership, a significant progress has been achieved in overall campus construction, site planning and the surrounding environment. Wang values ties with government and enterprises, and established the Wenzhou Institute for Commerce and Entrepreneurship to attract more entrepreneurs to visit WKU for training and communication. The institute would serve as a platform for potential cooperation in information sharing and funding, as well as providing internship opportunities for students. To diversify WKU’s channels of income and to ensure a sustainable future, Wang has been working on establishing WKU Foundation.

Wang always emphasizes the concept that all work should be student-centered. He also attaches great importance to talent building and improving the management level as well as the communication between China and the U.S. Wang will keep leading WKU toward a better future.

Dr. LU Shanzhen, Former Chancellor

Lu Shanzhen

LU Shanzhen (born November, 1939) is a PhD supervisor who serves as the Chancellor of Wenzhou-Kean University, Deputy Director of Beijing Normal University (BNU) Academic Affairs Committee and a professor of the Department of Mathematics in BNU. LU was born in Wenzhou, Zhejiang Province. After graduating from the Department of Mathematics of East China Normal University in 1961, LU worked as a lecturer in the Department of Mathematics of Beijing Normal University in the same year. His career developed from a lecturer in BNU to a professor, Director of Mathematics and Mathematics Education Research Institute, and President of Beijing Normal University. LU was a visiting scholar to Washington University in St. Louis from 1980 to 1982, and was promoted as a professor in May, 1983. He became a PhD Supervisor in January, 1984.

LU’s research focuses are harmonic analysis and functional approximation theory. LU has published more than 200 theses (including co-authored ones) in both Chinese and International mathematics periodicals. He has also published 7 books (including co-authored ones), 5 of which are written in English. LU was awarded the Outstanding Achievement Award of the State Education Commission (1985), the First Prize for Progress in Science and Technology of The State Education Commission (1988), the Fourth Prize of the National Prize for Natural Science (1989), the Second Prize of the National Prize for Natural Science nominated by the Ministry of Education (2003), the Young and Middle-Aged Expert Nationally Acknowledged for their Outstanding Achievements (1990), and the National Outstanding Science and Technology Worker of Higher Education (1990).

Mr. Ying Yonghong, born in 1965, graduated from East China University of Political Science and Law with the bachelor degree in law, and later graduated from Zhejiang University with the master degree in law. He has been working in various areas since 1987, including lawyer in Wenzhou City Law Firm, lecturer in Wenzhou University, assistant to the Dean of the College of Humanities, Politics and Laws in Wenzhou University, Vice Director of Registrar Office in Wenzhou University, Director of Registrar Office in Wenzhou-Kean University, Director of Admission Office in Wenzhou-Kean University, Director of Chinese Curricula Center and Director of Human Resources Office in Wenzhou-Kean University, and Member of CPC Committee of Wenzhou-Kean University.
Ying has a rich education background and university work experience, he is the expert in university registration and admissions. During the preparation of Wenzhou-Kean University’s establishment, as the team leader for admission, registrar and student affairs, he worked extremely hard with staff to investigate the admission market and established from scratch the registrar and student affairs management system with a strong WKU Style. When the university was officially established, he continued to lead the admission work, during which time he promoted a series of effective and productive admission policies. He was also devoted to the development of Chinese curricula, and finally found a unique Chinese culture education system in a Sino-foreign university, which is highly favored by students.
Ying has been passionately devoting himself to the development of Wenzhou-Kean University and now works as the Director of Human Resources Office. He leads the reform and improvement of HR system, including recruitment procedure, payment and welfare. Ying also ungraded the work performance evaluation to attract talents, protect staff benefits and promote better work performance.

Dr. ZHENG Xiaodong, Member of CPC committee, Vice Chancellor


Dr. ZHENG Xiaodong, a registered urban planner, once studied abroad in America for his master degree, majoring in Public Administration. He served as a professional urban planner and a municipal government officer for more than 10 years, devoting himself to urban planning and construction management with his outstanding practical experiences, integrated accomplishment and international horizon over 20 years.

According to his great contribution of city planning, he was appointed as the Vice Chancellor of Wenzhou-Kean University and fully in charge of the entire Campus Planning and Construction, campus intelligence and logistics services since 2014.

Under his leadership, the international working group has made overall design, construction plan, informatization for WKU. Aiming at being a world-class university, Dr. ZHENG built WKU with innovativeness, multiformity, integrity, and enhancement of ecology & intelligence by melting Sino-American cultures of architectures, using the existing campus planning for reference, reinforcing communication and cooperation between different universities worldwide, encouraging faculty and students jointly to participate. At the same time, many new technologies and approaches have also been applied in these programs, such as GIS, Virtual Reality, ecological technology, fabricated construction, reinforced concrete, vertical planting and new material furniture and so on. Besides, based on the WKU (the center of internationalized community), Dr. ZHENG actively boosts the developing construction of Wenzhou-Kean Township. Internationalizing this community would certainly bring more preeminent over-seas experts back to home and built it a better community in the world.
