On September 15, 2016, the College of Overseas Chinese of Wenzhou-Kean University (WKU) was formally established in The World Wenzhounese Conference as a distinctive college affiliated to Wenzhou-Kean University. At present, Wenzhou-Kean University has set up a preparatory team of the College of Overseas Chinese, with Wang Chengyun being its team leader and extinguished leaders of overseas Chinese, entrepreneurs and renowned scholars being its members. The college will comprise both curricula education and non-curricula education. Taking the whole world in view and integrating with affairs of overseas Chinese, the college aims to take advantage of WKU’s features, i.e., Sino-Us cooperative education and location in the hometown of overseas Chinese, to attract outstanding overseas Chinese and their children to return to study and start their own business, making it an integration center of Chinese and foreign cultures and a base for inheriting Ouyue culture. The specific ideas are detailed below: I. To conduct curricula education and non-curricula education at the same time. In the early stage, the college will accomplish the work of the curricula education for students from Hong Kong, Macau, and Taiwan, and overseas Chinese students, especially for children of the overseas Chinese. From this year on, Wenzhou-Kean University is qualified to recruit students from Hong Kong, Macau, and Taiwan, and overseas Chinese students, and the college will offer quality education resources to children of the overseas Chinese. High school graduates from Hong Kong, Macau, and Taiwan, and high school graduates of overseas Chinese may apply with the “Joint Entrance Examination for Students from Hong Kong, Macau, and Taiwan & Overseas Chinese Students” to return home and study in an American university at home. II. To strive to build a training base for the cadre of the overseas Chinese circle, making it a medium publicizing the overseas Chinese circle and an education base for patriotism. III. To construct a platform for overseas Chinese to communicate and conduct activities. The college will provide overseas Chinese both at home and abroad with an open platform of communication and interaction, build an innovative and entrepreneurial platform for Zhejiang businessmen and Wenzhou businessmen the world over, and enhance the service for and strengthen the contact with the overseas Chinese and organizations of the overseas Chinese. IV. To develop a base of “family affection of China”. Through ways such as the short-term exchange or study in Wenzhou-Kean University, the college will organize teenagers among the overseas Chinese to return home to look for their family roots and exchange resources of the cultural communication at home and abroad. While bringing in quality education from America, WKU will carry forward and disseminate the traditional Chinese culture, particularly Ouyue culture, and create conditions to keep the second and the third generations of the overseas Chinese at home. V. To conduct distinctive international exchanges via the College of Overseas Chinese, for example, cultural exchanges such as football games, attempting to develop Wenzhou-Kean University into a center integrating Chinese and occidental cultures and a base for inheriting Ouyue culture.
At the same time, as per the minutes (〔2016〕No. 71) of the special municipal meeting, a portion of the capital of RMB 50 million Yuan appropriated by the provincial finance to support the construction of Wenzhou-Kean University and most of the fund raised of the Education Foundation should be utilized for the construction of the building of the College of Overseas Chinese, so that there will be abundant activities and hardware platforms to support the further education of Wenzhou businessmen and serve for the overseas Chinese. As planned, the Overseas Chinese Building will be located in the south of the campus, covering an area of some 30 Mu and a floor area of approximately 15,000 cm2, with a total investment of nearly RMB 100 million Yuan. Combining the function of study, business training, restaurant, hotel and office, and integrating diversity with richness, the building will become the business center of Wenzhou-Kean University and provide supporting facilities and services for the overseas Chinese.
